Blinded by the headlights? Transport Canada wants to know - CBC

A couple of nights ago I was driving down a side street. A large SUV parked on the opposite side of the road with its headlights on (maybe not even high beam). Fortunately I was going slowly as I saw some people crossing the street. But there was one old lady crossing with a walker. I was dazzled by the headlights and only barely saw her shadow as she was wearing dark clothing. She was crossing right in the headlight beams. As we know, the eyes have "dark" and "light" system and don't perform as well under mesopic conditions. The bright lights eliminate the dark adaptation so you are literally blinded in the dark conditions. Had I been going faster...
