They have territory limitations, AFAIK. IE, each one gets an exclusive area, right? So, they are bounded by geography.

I don't think you would have to be a VS O.D. to make this work. I think this might be a nice article to share with any ACO you might attempt to join. I'm not a VS O.D. because it didn't make sense for me currently.
